Ofcom's report will make disturbing reading for the Scottish Government, as it reveals that only a small fraction of Scotland's most populous city is using government websites.

The report found that only 4% of people in Glasgow use sites run by the Scottish Government and Glasgow City Council, far lower than the Scottish average.

Given that the Government plans to transfer all public information notices for planning and roadworks online, the findings raise significant questions about whether the move will conform to the Government's own fairness agenda.

The findings will boost the arguments of those, including the newspaper industry, who oppose online-only channels for Government information and adverts on the grounds that it creates "online apartheid" with only those with easy access to computers able to access it.
